RE: County Employees
Being a CC is not difficult. All info. on the job is available in that particular book. The difficulty comes when people want you to do things that are 1) not in your power to do, 2) want you to act outside the scope of what is best for the county for selfish reasons, and 3) to do something that is blatantly illegal and no allowed period.
I actually had a meeting last night with some citizens. Those *scoundrels* wanted to purchase my supper at the meeting. I declined (it is against the ethics policy and State Law) and they were offended. I explained why it could not happen and they did not see that as a possible bribe, just somebody purchasing someone else a dinner. Sorry, aint gonna happen.
Critics are those who hide in the hills while the battle rages only to descend after the battle to shoot the wounded. |

RE: County Employees
Another interesting article was in the http://www.oakridger.com entitled "Commissioner: Lynch has let buildings "go to pot" on his watch". Ms. Tupper did a good job on this article but did not explain a few things. Mr. Lynch is the one responsible for these buildings but he has delegated the responsibility to the department he established "Building and Grants". Gee, who heads up that department? It appears that anything Beauchamp touches in the county turns to trash. We had the Probation Deaprtment and now the deterioration of the buildings that are owned by the taxpayers. The elevator in the courthouse for the prisoners is also an issue. It has not been working for quite some time and he is responsible for the repairing or replacing of the elevator. Things sit and do not get done. I guess right now he has other prioirties . Mr. Bolling questioned the County Mayor about this project and as usual they are working on it. The jail issue was also an embarrasement to this county. Could this be what Oak Ridgers have to look forward to with the opening of Chumps?

RE: County Employees
Last night Commission approved a budget. We still do not know who is being paid out of multiple codes. We need answers and we need them now. The employees got a 3% raise. What about their health insurance? This has been a hot topic that needs to be addressed. Are people being paid as consultants? Why no answers? Ms. Cook needs to supply to commission this information. If she continues to defy them they need to take appropriate action.

RE: County Employees
I asked my commissioner about this; Gail Cook reports to (is employed by) Rex Lynch, not County Commission. Since Lynch is elected and does not have to answer to County Commission, there seems to be some problem in figuring out how to compel her to release the information.
One way might be for Commission to approve a policy change compelling the budget director to supply any and all requested information, or one that prohibits paying any employee out of multiple job codes. The latter might be an overreaction though, as there might be a few occasions where it would be appropriate. http://www.citizennetmom.com |

Since Lynch is elected and does not have to answer to County Commission, there seems to be some problem in figuring out how to compel her to release the information. The solution is for County Commission by 2/3 vote to change the budget act to which they operate. They are presently under the 1957 act ( a bit archaic) and the 1981 or 1993 (modified 81 act) would then give them more control over this situation. Critics are those who hide in the hills while the battle rages only to descend after the battle to shoot the wounded. |

RE: County Employees
It is Open Record and it is all public record so it cannot be refused by Gail Cook no matter who she works for. Also, funding can be held back by County Commission and that would solve the problem. Another solution is subpeonas to get the records by County Commission. there are many ways to find out the information and Ms. Cook has no right to refuse it.

RE: County Employees
Netmom:
You might want to contact your commissioner and tell he or she to contact the law director and find out just how much power the commission has. It appears he or she doesn't realize how much power they have over the the lord mayor and his entourage. |
