The two factors that have the strongest affect on the crime rate are the fraction of the population between 16 and 30 and the employment rate. Lower unemployment leads to less crime. Older populations lead to less crime.
I can't wait for AW to twist this into something I didn't say.

And no, not all "just keep stealing". You certainly cannot read arrest reports and gleen that particular thing. Might want to check records, and talk to people who really know like I have and continue to do.
Keep reading the paper on arrest reports, that is surely accurate as to what is totally happening. You see the start, the arrest but you never follow through with the outcome. The outcome is important, not the arrest.
Lenghthy arrest records as reported are not accurate:
1) They may, or may not be on probation/parole or whatever at the time of the offense.
2) Sentences may have been completed. (They cannot be held longer than prescribed by law)
3) They may be on probation/parole or whatever and get a violation and be sent off, sent to drug treatment, or any number of things. It most likely depends upon the type violation that happens.
So keep just looking at one aspect of the situation, the arrest report. Outcome is not important to you.

hummm...the unemployment rate is very low but the crime rate remains high in Oak Ridge and we have all of these "old" people here...
The unemployment rate in the State of Tn. is 6.5%. That is 2% above full employment when calculated at 4% or below.

LOL - no all I did was point out that during the depression when unemployment was the highest, crime didn't increase proportionately. Perhaps your theory only applies on Wednesdays in South Dakota during a new moon?
Many places have high unemployment and low crime and vice versa. Please tell us about the really low crime rates in Memphis, LA, DC, Chicago, Detroit, Philadelphia, etc.
So you are trying to have us believe that minorities commit crimes at the same rates as whites? That skin color doesn't affect crime rates?

The people counted in the stats are the people collecting unemployment. Once your benefits run out you are no longer in the stats.

If the topic is "Oak Ridge"....JM, why are you quoting police arrests that pertain to Lake City? AW, you babble about problems in Chicago and Detroit. What has any of that got to do with solving crimes here?
Bottom line is crooks are stupid. In their minds, they are fearless and invisible (and/or invincible). Whether it's a cry for attention, the need of feeding the monkey on their back, depression, or just plain stupidity, they're bound to get caught. The first step of getting them in jail is to teach the people (the "good" ones). They need to understand the importance of: filing a police report; pressing charges; and most important - showing up for the hearing in court.
