If you were betting people, and some of you may be, how do you see the Target/"power center" playing out? What person or location wins? As an outsider, as my name indicates, do people think Mr. Chilton has the hutzpah to be the winner?
The location seems ideal to a novice, such as myself. There's plenty more behind the scenes that I don't know, so my questions may seem elementary to you.

Don't have a clue who will win Outsider. I just love the fact that there are three developers working on some retail solutions for Oak Ridge. Personally I really don't see Chilton's location as desirable is Pine Ridge.
The article in the Oak Ridger had more of the history and the problems with the various sites. The print edition also had a nice drawing of Mr Chilton's concept.

However the answer to the question is contained in the News Sentinel article which points out in the end, Target will make the decision.

The problem with his location is that it is on a two lane road that is heavily used a couple of times a day by workers going in and out of the National Lab and the plants. The interchange providing access from the main road that the other two locations are on is clumsy at best. Mr Chilton has not acknowledged that there will have to be road work to provide adequate access. It is literally at the edge of town.

Another issue with his proposal (not that it can't be overcome) is that it uses the closest lake view property for the shopping center in what is an approved upscale housing development. All of the higher properties would view the water over this shopping center. At this location, he has been allowing large quantities of silt effluent into the lake for years, but the environmentalists have been silent on this problem.

And of course the Monday property has wetlands and mercury polluted stream beds to deal with.

My vote would be with Daco and go with the Pine Ridge property. It has beautiful views across the valley that are true assets. But as I pointed out, Target will decide.
