It is GENERALLY cheaper to idle a deisel than a gas burner. But given the price difference now, that may be changing but Idleaire did go bankrupt.

All rights may become illegal in Oak Ridge with the advent of Redlight Cameras. That traffic move may have been disallowed in Knoxville. If not I am not gonna risk it. Think I will waste gas instead. Gas is still cheaper, not by much but cheaper.
If the lights are properly synchronized and traffic flows at the synchronized rate, there should be little interruptions.
Data you provided shows that proper signal setup can reduce issues by about 1/2. The rest are mostly caused by people not paying attention. Cameras will be an incentive for drivers to pay attention. These two approaches will work best together.

Fifty bucks even though is a fair sum of money isn't that big of an amount to worry about. Pay the fine and move on to the side streets where there aren't any cameras. Thats what I do in K-ville anyway. I actually find that its faster.

If the city really wants to make money just set up toll roads coming into and leaving the secret city or maybe they could get business and industry to locate here. Use the "cut through" from 40 to 75 as an advantage.
Put those cameras where they might do some good like in crime/drug infested neighborhoods and hire a police officer to monitor them to direct the street units as to where the the activity is a happening.
I tend to be in the camp that believes council should 'hurry up and pass the red light camera contract so we can focus on important issues'.

This afternoon I watched a group of 3 vehicles run the left-turn red light at the Turnpike/Illinois Ave. intersection (they were heading west on the Tpke.), and a group of 5 vehicles run the thru red light at the intersection of W. Outer and Illinois (all 5 were heading toward O.S.) Three of those vehicles were commercial (1 tractor trailer, 1 Coors beer truck/trailer, and 1 dump truck). If that $50 fine is going to come out of their paycheck, I bet most of them will think twice before running a red light.
And before anyone says anything about how those large vehicles probably didn't have time to stop... The tractor trailer and the beer truck were both stopped in the line to turn left onto the Tpke. By the time they started moving, the light had already turned red. They went thru anyway.

How many of those side streets are residential streets with 25 mph speed limits that you actually obey?
I live on such a street, and it amazes me how fast people fly. I'm not talking 30 - 40; I'm talking 50 and above. Even with people walking and children playing in the yards (and the occasional loose pets and loose soccer balls), people still barrel down the road.
BTW... if anyone knows the person who drives the light green VW bug with the "I Support Brenda Fellner" sign on the back, would you please tell them to slow down and not swerve towards me the next time they pass me or anyone else when we're out walking?
I follow the speed limit and as a matter o fact there have been a few times that people have let me know that I'm number 1 in there book. I blow them a kiss and just wave back. People are in too much of a hurry. If you want to get some place on time leave early.
