Yes he should, if no progress there, to the FBI, DEA, and other Federal Agencies that could become involved.

There is a big difference between "having an idea about who is involved" and having enough evidence/probable cause to issue a warrant. What needs to happen is to go after all the lower and middle-level dealers (who are mostly known) with some serious surveillance/wiretaps, etc., and get someone to turn and get evidence on the higher-ups. There are regular large quantities of dope coming in/out of OR to particular locations which could be interdicted with simple traffic stops. For some reason, this is not a priority with local law enforcement. Getting the big boys is not rocket science, but does require extra effort and cooperation with other agencies/DEA, etc.
