US troops were stationed in Saudi Arabia before 9-11. The US supported the corrupt Saudi monarchy before 9-11. These were major motivations for the 9-11 attacks.

Wrong. The United States currently has over 150,000 US troops and thousands of US mercenaries occupying Iraq. If another country had a similar proportion of military personnel occupying our country (that would be about 2 million troops), killing and maiming our citizens and dictating policy to our leadership the way the US does in Iraq, we would consider it a military occupation.
