Okay, so I take the dog for a walk today at one of our fine city parks. The one I picked is off the Turnpike but secluded enough that you don’t see the traffic. When I park my vehicle, I notice there is an SUV parked at the furthest parking space from the entrance. As is my habit, I put the dog on the leash, got out of my vehicle, and let him wander. So where does he head for? Straight for the SUV, of course (I suppose to sniff the tires…he’s a dog, remember). As I’m trying to steer him away from the tires, I notice that there is no one in the front two seats of the SUV, but there appear to be two people lying in the cargo area, but they aren’t lying still (wink wink). Now it’s a sunny day and I’m wearing sunglasses and the front window is slightly tinted, so I may have not seen what I think I saw. But if I did…. Good grief!!! In a city park with a playground so there’s always the possibility of children being present? Isn’t that illegal? Haven’t they ever heard of a motel? Don’t worry, I quickly led the dog away.
So, should I have
(1) called the police and risked the chance that what I saw wasn’t what I thought I saw and cause embarrassment for me and them;
(2) stuck a note on the car saying “Get a motel”; or
(3) knocked on the door and asked if me and the dog could join them?

Glad one of your choices was not to stay and watch.

It's not in my nature to stay and watch.
See, this isn't the first time I've encountered such activity at one of our parks. Several years ago I had some time to kill between meetings so I treated myself to a bag lunch at the marina. I'm sitting there watching the water and the water fowl paddle by, when I happen to glance to my left and lo and behold, there's a guy sitting four spaces down from me in his truck, getting a bj by his female companion. And there were children passing by on their trikes/bikes/roller skates!
It is a problem... friends with young children have quit going to one park in town after the kids discovered discarded prophylactics in the play structure. Although I hate to trouble the police with such nuisances when there are more dangerous problems around town, it's still something that needs to be stopped, and I don't know any other answer (except maybe snapping pictures and submitting them for public embarrassment).

What it is - is AGAINST THE LAW.
Therefore, the answer is "A" - call the police and risk the chance that what I saw wasn’t what I thought I saw and cause embarrassment for me and them.
Call ORPD at 425-4399.
It's obvious from the way that you posed your original question that they weren't where they should be, doing what you think they were doing in the middle of the night. Hhhmm. Who do you think is going to look more like an idiot? You, for suspecting or them for getting caught?

But to join in would be?
Option 3 was a facetious remark. Sorry you missed that.
But, thanks for the non-emergency PD number. It's now in my cell phone.
Come on guys loosen up. We have had way too much serious lately. Time to wise crack for awhile. There hasn't been much to laugh about so why not laugh at ourselves.
I'm with you PI.
...one more option...
(4) knock on the window and offer the occupants a little latex. After all, it's just plain thoughtful to provide a little protection to those swimming in the shallow end of the gene pool.
