The Sunday September 16th edition of the Clinton Courier had a very interesting article entitled 'PROGRESS, OR LACK THEREOF, ON COUNTY PROJECTS DRAWS FIRE FROM COMMISSIONERS" on page 5. Since I cannot link I will try to give you a summary of the article. The head of Building and Grants (Beauchamp) was harshly criticized by McKamey and Biloski at both the Facilities and Operations meetings. At Operations Ms. Biloski asked Beauchamp for a one-page report each month summarizing the status of projects going on in his department. She said at the Facilities Committee meeting that he responded stating that he did not have time to do lengthy reports each month. Come on, who tells their boss NO. Not me, I would be without a job. One page report lengthy. Is he that stupid that he cannot put together a one-page report? I don't think that is a lot to ask of any employee to summarize what they have done and what they will be doing. She, in an e-mail to him requested "Please provide each month reports on each facility (ex., Jolly Bldg, DARC, Courthouse, etc.) as to what is happening--a change in tenants, any improvements, etc.

Then Mr. McKamey wanted to discuss the 'EMERGENCY SITUATION" with the elevator. Nine months after the start of this project it still is not completed and the prisoners continue trapesing through the courthouse. I quote Mr. McKamey who says "It doesn't seem like it was much of an emergency." This was a rush rush and it still is not completed.

The estimate given to Operations for the move of Juvenile Court by Beauchamp started at $100,000 and every time they talk to him it changes. On Sept 12 the estimate was $200,000. He keeps talking about the DA's offices but if it serves me correct I think the State is paying for that.

Because Beauchamp flies by the seat of his pants the commission wants reports to hold his feet to the fire. If it goes over his estimates maybe we should take it out of his paycheck instead of out of our taxes. If he does his job right he should have estimates and know what the job will cost.

Maybe he has no time to do reports because he is never there. Maybe CHUMPS is getting in the way of him performing his duties (which he never really did) with the county. YOUR TAX DOLLARS AT WORK PAYING FOR SALARIES OF ABSENT EMPLOYEES.
A one-page status report simply listing the status of projects doesn't seem like an unreasonable imposition, particularly from a member of the facilities committee.

With the new bar being so far from the Courthouse, perhaps it's hard for his supervisor to keep tabs on when he's actually working (for the county) and when he's not. Maybe the rest of us ought to start documenting his dedication to Chumps during business hours.
